This National Guard position is for an WING INSPECTION PROGRAM MANAGER, Position Description Number **D2246000**and is part of the AR ANG 189 ALF WG, National Guard.

### Responsibilities
1. Plans, organizes, and executes the wing/center's IG activities of the Commander's Inspection Program (CCIP). Oversees planning and execution of the CCIP as developed from the Wing Commander, IG, and IGI guidance. Reviews and revises policies, procedures, and organization design for the wing inspection program and WIT to eliminate work problems or barriers to mission accomplishment; to promote team building; and to implement improvements in response to concerns with regulatory compliance. Identifies needs for change in organizational inspection priorities and advises the IG on required actions to implement such changes.
2. Administers the Wing Self-Assessment, MICT and GKS programs in the execution of wing inspections. Integrates and de-conflicts wing-level (internal) activities to reduce or avoid redundancy. Assists in the scheduling, planning and execution of inspections/exercises including short-notice and no-notice inspections/exercises at all organizational levels of the wing to include GSUs.
3. Composes, manages and leads WIT and drafts inspection reports using the IGEMS. Ensures the WIT consists of subject matter experts to conduct CCIP inspections and exercises under the authority of the Wing/center Commander. Establishes work schedules, deadlines, and inspection priorities. Determines how many inspections/exercises can be accomplished based on available manpower and resources.
4. Provides advisory services to individuals, other staff offices, managers, supervisors and employees concerning the IG program and processes. Explains and interprets AFIS and CCIP inspection program and AFI 90-201 requirements to all Wing personnel. Explains and refers complaint procedures, Freedom of Information Act (FOIA) and Privacy Act (PA) inquiry procedures, and Fraud, Waste and Abuse (FWA); etc, and responds to a variety of inquiries concerning redress available to military and civilian members.
5. Represents the Wing IG with a variety of wing and functional area organizations. Establishes, develops, and maintains effective working relationships with SAF/IG, NGB-IG, NGB staffs, ANG/IG, MAJCOM staffs, State Joint Force Headquarters, and wing leadership at all levels on matters concerning AFIS. Meets with key customers (e.g. wing leadership, local law enforcement/first responders, federal agencies such as FAA, and inspectors).
6. Performs other duties as assigned.

Must meet DoDI 8570.01M Certification Requirements within 6 months of hire.
***MILITARY REQUIREMENTS***:
**Compatible military grade and assignment required prior to the effective date of placement**. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. **Military Grades**: MSgt/E-7 MSgt/E-7 not to exceed SMSgt/E-8
**Compatible Military Assignments**: Selectee must be a member of the Arkansas Air National Guard and be assigned to the 189th AW in a compatible military position in Air Force Specialty Code (AFSC)
Must become compatible in the AFSC 8I000 within 12 months of appointment. Must possess or be able to obtain a Top Secret Security Clearance. Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.
Participation in direct deposit is mandatory.
### Qualifications
***GENERAL EXPERIENCE***:
Experience, education or training which involves work experiences in technical inspection methods, principles and practices in order to recognize and resolve discrepancies. Experienced in modifying established approaches, methods, or procedures to improve data gathering and analysis techniques. Experienced in working with pertinent laws, regulations, policies, and precedents which affect the use of the Inspector General Programs. Experiences included working related Inspector General programs that supported missions, identified capabilities, organizational structures, operational applications and operational techniques.
**SPECIALIZED EXPERIENCE:**
Must have at least 36 months experience, education, or training and working knowledge and skills to apply analytical and evaluative methods and techniques to assess the efficiency and effectiveness of operations. Experienced in determining or designing actions to improve operational, technical, or administrative plans and programs. Experienced in military command structures, missions, programs, and organizational relationships. Experienced in developing inspector general program goals and objectives. Experienced in establishing the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions, as related to actual events. Knowledgeable and skilled in working various command entities involved in overall planning and execution of operations, inspections, and evaluations. Skilled in designing and planning difficult or comprehensive programs, advanced report writing, and experienced in developing solutions to portions of broad, important, and critical National Guard concerns, issues, or congressional matters. Skilled in the ability to plan, organize, and develop projects; make recommendations on substantive operating programs; and negotiate effectively with others to accept and implement recommendations where the proposals involve substantial resources.
***PLACEMENT FACTORS:***
Applicants should demonstrate through prior experience the following: (1.)Practical knowledge of a wide range of technical inspection methods, principles and practices in order to recognize and resolve discrepancies; and modify established approaches, methods, or procedures to improve data gathering and analysis techniques. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of the AFIS program and related support resources for the wing; and of the mission, capabilities, organizations and operations of the Inspector General. (2.)The employee reports directly to the wing IG. The IG provides general administrative direction and establishes broad objectives for inspection planning; inspection execution; new programs; and for interpreting, developing, and implementing Air Force inspection policy. (3.)Policies and precedents provide a basic outline of the results desired, but do not go into detail as to the methods used to accomplish the project. The employee uses very general guidelines and precedents which are often insufficient, inapplicable to the assignment, or have gaps in the specificity requiring considerable interpretation and/or adaptation for application to the particular issues and problems (4.) The work consists of plans and programs that require analysis of interrelated issues of effectiveness, efficiency, productivity, and developing recommendations to resolve issues and problems. Typical assignments require developing recommendations for overall detailed plans, goals, and objectives for implementation and evaluation of the program. Projects assigned consist of issues, problems or concepts which are not always susceptible to direct observation and analysis, such as projected missions and functions. (5.) The purpose of the work is to assess the productivity, effectiveness, and efficiency of program operations and analyze and a variety of uncommon and conventional problems in wing activities. Work involves applying an extensive knowledge of wing operations to affect the adequacy of complex systems, programs, and strategic planning efforts and identifying criteria to measure and/or predict the execution of program or organizational goals and objectives. (6.) Frequent contacts with wing senior military and civilian leadership, high-ranking managers throughout the wing to include commanders, staff judge advocate (SJA) and the base populace. External contacts include higher headquarters IGs, State IGs, other military service IGs, other statutory IGs or other external agencies such as representatives of the local community. (7.) Work is primarily sedentary, but may require some travel, walking, bending, and carrying lightweight items, such as briefcases, notebooks, and work papers.
### Education
High school diploma or General Education Development diploma is mandatory. The school work should include completed courses in math, English grammar and composition, speech, psychology, and general science is preferred. Completed higher education academic courses from an accredited business, civilian or military technical school, junior college, undergraduate college or university are optimum. Completed academic courses may include business management, human resources development, English grammar and composition, speech, statistics, public administration, human resources administration, organizational development, public administration, and behavioral social sciences.
